DIRECTOR'S MESSAGE
Welcome.
The Division of Accounting is dedicated to providing "World Class" financial accounting, reporting, and payroll services to State Organizations and to providing timely and accurate financial information to the Public.
The current legacy accounting system, the Delaware Financial Management System (DFMS), is finishing its second decade of service but through the dedicated work of our staff, it has been continuously upgraded to comply with current accounting requirements and to eliminate obsolete, paper-based processes and reports in favor of more efficient electronic alternatives. DFMS has served us well but its replacement is long overdue. Thus we are embarking upon an exciting time in which we are beginning to move toward the implementation of a new and more efficient accounting system with "Peoplesoft Financials".
The Delaware Payroll Human Resource Statewide Technology (PHRST) system (an integrated application of the Human Resource, Benefits and Payroll functions for the State of Delaware using "Peoplesoft" Applications) was jointly implemented with the Office of State Personnel and the Department of Technology and Information. The team is currently implementing the "Time and Labor" module and the internet capable e-modules to further enhance system capabilities and the delivery of services to customers.
Finally, the Division has revitalized and is greatly expanding the use of purchasing cards (Delaware SuperCard) by State Organizations. The use of the SuperCard for travel and purchases reduces paperwork and the number of checks that must be created, saving scarce personnel and financial resources. Additionally, the State will receive rebates from the card supplier based upon usage and thus generate additional revenue.
